I can not find this guy

where in Kamadan is he to Accept "The Toy's Story" quest from the NPC Makh, and complete quest to get Gray Giant mini-pet.

The guy's name is Mahk, if that helps. He's by the stairs (side with the rune and dye traders) in Kamadan.
